Preschool Special Education Program

The Preschool Special Education Program provides educational services to children ages 3 to 5 who have a disability that affects their learning. Eligibility for services is determined by the child’s individual school district’s Committee on Preschool Special Education (CPSE).

How does the CPSE work?

The CPSE will arrange for your child to be evaluated to see if there is a need for special education services. If the evaluation shows that your child is eligible, the CPSE, with your input, will develop an Individualized Education Plan (IEP) to meet your child’s needs. Some of the services that may be included on the IEP are: occupational therapy, physical therapy, and speech therapy.

Coordination of transportation to services
Holding contracts with providers of services
Payer of services

CPSE Portal
Delaware County Public Health facilitates the Preschool Program which focuses on children between the ages of three and five years old. In this video, Diane Jordan, occupational therapist, provides examples of simple games you can play at home with your preschooler to help their development. If you have concerns about your child’s development, discuss those concerns with your child’s pediatrician and contact the Delaware County Public Health Preschool Program or Children and Youth with Special Healthcare Needs Program at 607-832-5200. These programs are provided at no direct cost to the parent/guardian.
