On September 24th, 2024, the State of New York received a Major Disaster Declaration from President Biden for the damages caused by the Remnants of Tropical Storm Debby (FEMA-4825-DR) in Allegany, Broome, Delaware, Essex, Franklin, Jefferson, Ontario, St. Lawrence, Steuben, and Yates Counties.

The declaration authorizes Public Assistance funding for the following categories:

Emergency Work
Category A: Debris removal
Category B: Emergency protective measures

Permanent Work
Category C: Roads and bridges
Category D: Water control facilities
Category E: Public buildings and contents
Category F: Public utilities
Category G: Parks, recreational, and other facilities

Eligible applicants include State and local governments and certain Private Non-Profit (PNP) organizations. Eligible PNPs may include hospitals, houses of worship and private non-profit schools.

The Office of Disaster Recovery at the New York State Department of Homeland Security (DHSES) has scheduled a virtual Applicants Briefing at 10:00 AM on Tuesday October 8th, 2024.

The Applicants Briefing provides an overview of the FEMA Public Assistance program and
procedures necessary for eligible entities to apply for participation. The Applicants Briefing provides potential applicants with the information needed to:
(a) participate in the disaster as Public Assistance applicants if eligible; and
(b) submit for reimbursement for FEMA-eligible expenditures incurred as a result of the storm including Mutual Aid.

Once you register for the Applicants Briefing, you will receive a confirmation email with the teleconference login as well as the Webex login. The duration of the Webex presentation should be approximately 1.5 hours and is followed by a question-and-answer period.

Please be advised that potential applicants must submit their Request for Public Assistance (RPA) for DR-4825 in Grants Portal by 10/23/2024
